What causes the discolored rings on my electric stove?

Renting an apartment, have an electric stove, white. Lately have noticed after it’s used, a light tani-sh color rings seems to form around the burner that was used. Can’t get the ring off either. What causes that? Is it from the pan being used? What precautions can be taken to avoid this discoloring, and is there any way to get the stove back to white? I’ve tried scraping it but don’t want to chip it, but scrubbers don’t work either.

The cleaner or spattered grease is darkening from the heat under a pan. Use a scouring powder or oven cleaner to get it off.
